ESTOPPEL REQUEST PROCESS CHANGING JANUARY 1, 2017
Effective January 1, 2017, all lien requests/estoppel requests will be directed to FRSData at http://order.frsdata.com. The City of Naples Finance Department is partnering with FRS Data, LLC to process estoppel searches/requests (or lien requests) from title companies, closing agents and others obtaining information about outstanding debt owed to the City. Beginning January 1, 2017, all requests will be submitted to FRSData LLC, the City will no longer be responding to estoppel requests. Visit https://order.frsdata.com/index/register to register your business. In the City of Naples, unpaid utility bills are considered a lien on the property. Other city-related liens include Special Assessments (sanitary sewer, canal dredging, etc.), Code Enforcement fines, and false alarm fines. To ensure a clear title upon transfer of ownership of a property, a lien must be paid prior to the transfer. FRS Data will only report on liens issued by the City of Naples. A full search should still be made by the title company or real estate attorney. Concurrent with this change, there will be a fee of $12.50 for each request. For all requests received after December 31, 2016 a fee will be required for each Lien Inquiry Request.
