Naples has a seven-member City Council consisting of a Mayor and six Council Members who are non-partisan  and elected at large. Serving four-year terms, City Council Members and the Mayor are limited to two consecutive terms per the City Charter.

The Mayor's Office and City Council Office are located on the second floor of City Hall and can be reached by phone at 239-213-1000, by fax at 239-213-1010 or by email at citycouncil@naplesgov.com

City Council meetings are held the first and third Wednesday of each month, with the exception of a Summer hiatus normally beginning mid-June and ending mid-August.  City Council Workshop meetings are held the Monday preceding the 2nd Regular City Council meeting each month. Upcoming agendas as well as minutes and annotated agendas for past meetings are available from the City Clerk for all City Council meetings.

Mayor Bill Barnett served on City Council from 1984-1992 and then as Mayor from 1996-2000, and 2004 to present. He has been a resident of Naples since 1973, and was the Toyota-BMW dealer until 1983. Mayor Barnett's extensive civic involvement has in particular included helping the Guardian Ad Litem program start in Collier County, and he was the Naples Daily News Citizen of The Year in 1992. He has raised millions of dollars for local charities as a celebrity auctioneer. Bill and his wife Chris have five children and eight grandchildren.
   

Doug Finlay

Council member Doug Finlay and his wife, Joyce, have been residents of Naples since 1996. Joyce is a foreign language teacher at the Community School of Naples. Doug was a former manager of the Kansas City motion picture distribution office for The Walt Disney Company. They live in The Moorings. Since moving to Naples, Doug has served on numerous boards and committees including the Community Services Advisory Board, The Moorings Bay Citizens Advisory Committee, The Moorings Property Owners Association, The Gulf Shore Association of Condominiums, The Naples Pathways Coalition and Save the Bays. Doug has nearly 2000 hours of volunteer service with The Conservancy of Southwest Florida. In addition, Doug is very active in boating, running, kayaking, rowing and cycling.

Council Member Teresa Heitmann has been a resident of Naples for two decades. She and her husband Jeff, a local physician, reside in the Aqualane Shores neighborhood with their three school-age children. Mrs. Heitmann has served as Aqualane Shores Association president and is active as a volunteer in auxiliary groups within the medical community and the school system. She is also a visionary founder of Boy's and Girl's Clubs of Collier County. Mrs. Heitmann's professional background is in marketing, sales and purchasing.

Gary is a partner in Fifth Avenue Advisors, an investment management firm providing wealth advisory services to high net worth families all over the world.

Mr. Price is dedicated to the pursuit of public service and has served on City Council since 2005. He served five years on the Naples Planning Advisory Board. Mr. Price has also served on many charitable boards including The Ronald McDonald House and The Boys and Girls Club.

Sam J. Saad III

Council Member Sam Saad was elected to Naples City Council in 2010. He is the principle of Sam J. Saad III, PA, a southwest Florida law firm dedicated to providing high quality real estate and business services to all of Naples and southwest Florida. As a small business owner, Sam stays in touch with the many issues facing the local business community. He is an Executive Member of the Greater Naples Chamber of Commerce and actively participates in the Collier County Bar Association and Young Professionals of Naples. From the days of his youth, Mr. Saad has been a member of the National Eagle Scout Association.

Mr. Saad believes that participation in one’s community and taking a pro-active role in its future is paramount.  That is why he joined the Naples Planning Advisory Board and why serves on the Naples City Council.  Prior to moving to Naples, he was a Presidential Appointee serving in the administration of George W. Bush. 

Sam and his wife Amy have two small children.

Vice-Mayor John Sorey was elected in 2004 and reelected 2008. With an MBA from the University of Tennessee, his professional background is in manufacturing and distribution management. He was an Army Infantry officer in Vietnam. Volunteer activities include: Vice Chair, Big Cypress Basin Board; Chairman, Collier Coastal Advisory Committee; Secretary, Florida Audubon; Vice President Harvard Club of Naples; and board member, Naples Players, Naples Zoo, and Friends of the Library. He and his wife Delores have two children and twin grandsons.

Council Member Dee Sulick was elected in 2008. She has served on the Naples Planning Advisory Board since 2006. Prior to that time she served as President of the Port Royal Property Owners Association and as Chair of its Architectural Review Committee. She holds a Master's Degree in Business Education and taught for ten years at the high school and college level. Dee, her husband Peter and two children moved to Naples in 1994. Since that time, she has been actively engaged in educational, community and neighborhood organizations throughout Naples.
