   SPECIAL DISTRICTS

The City of Naples maintains two special revenue taxing district funds: East Naples Bay Special Taxing District and Moorings Bay Special Taxing District. The Districts were established by referendum in 1987 to accomplish maintenance dredging in the channels and waterways within the districts and to maintain necessary aids to navigation. 

Administration of the Districts is handled by the Natural Resources Division in the Storm-water Fund. Both Districts have an advisory board to collect public input.

 D-Downtown Zoning

The City of Naples and the Naples Community Redevelopment Agency (CRA) are conducting a review of zoning regulations in the D-Downtown zoning district.  The approximate boundaries of the area are 7th Avenue North, Goodlette-Frank Road, 8th Street, and 5th Avenue South.  Currently, the land use and development within the area may not coincide with the community’s vision for the area.  Economic conditions and zoning regulations play a key role in how the area may develop, look, and operate in the future. The purpose of this project is to analyze previous studies, existing regulations, and current market conditions, to recommend changes to the zoning regulations to incentivize desired redevelopment that matches the needs and visions of the community. By definition, “planning is the design of the built environment” and the project should result in a list of recommendations for change to the district regulations.  The CRA has engaged a professional planning consulting firm, Calvin Giordano and Associates (CGA), to assist in this review.  CGA provides planning services to many communities in Florida.  The firm focuses on providing clients with the highest quality service and professionalism in the industry. CGA is devoted to balancing environmental, social, political, aesthetic, and financial considerations in the planning process.  Representatives of CGA will provide information to the public and members of the CRAAB, including presentation of an economic and market analysis of the study area that may be used to guide land use and zoning recommendations.  Input and comment from community residents is critical to arriving at appropriate recommendations.

 EAST NAPLES BAY 
SPECIAL TAXING DISTRICT 


The East Naples Bay Taxing District and the Moorings Bay Taxing District were established by referendum in 1987 to accomplish maintenance dredging in the channels and waterways within the districts and to maintain necessary aids to navigation.

The East Naples Bay Special Taxing District encompasses the waterfront subdivisions of Golden Shores, Oyster Bay and Royal Harbor.

Administration of the Districts is handled by the Natural Resources Division in the Stormwater Fund. Both the East Naples Bay Special Taxing District and the Moorings Bay Special Taxing District have an advisory board to collect public input.

MOORINGS BAY
SPECIAL TAXING DISTRICT 

The Moorings Bay Special Taxing District includes all of the waterfront properties around the Moorings Bay System, from Seagate Drive south to Banyan Boulevard, including the subdivisions of Coquina Sands, the Moorings and Park Shore.

Administration of the Districts is handled by the Natural Resources Division in the Stormwater Fund. Both the Moorings Bay Special Taxing District and the East Naples Bay Special Taxing District have an advisory board to collect public input.

COMMUNITY REDEVELOPMENT AGENCY (CRA) DEPENDENT SPECIAL DISTRICT
 


The mission of the CRA is to implement the Community Redevelopment Plan as adopted by the Naples City Council pursuant to Chapter 163, Part III of the Florida Statutes. The CRA will use Tax Increment Financing (TIF) as a source of funding for capital improvement projects identified in the plan and will ensure that development within the CRA district meets the quality standards consistent with the community's vision for Naples.

The Community Redevelopment Agency (CRA) is governed by a Board comprised of the 
members of City Council, with assistance from the Community Redevelopment Agency Advisory Board (CRAAB), consisting primarily of property and/or business owners from the redevelopment area appointed by City Council. The CRA was originally established in 1994 by Resolutions 94- 7098 and 94-7099.

The CRA District is in the area approximately bounded by 7th Avenue North, the Gordon River, 6th Avenue South and 3rd Street South. The actual boundaries are defined within the enabling legislation. On January 15, 2014, Resolution 14-13401 was approved, amending and modifying the Redevelopment Plan. The plan amendment extends the sunset date to September 30, 2044
