    Special Taxing District

MISSION STATEMENT
The mission of the Taxing District is to accomplish dredging and canal maintenance as established by referendum.

EAST NAPLES BAY SPECIAL TAXING DISTRICT
In 2008, City Council established the East Naples Bay Citizens Advisory Committee by combining the former East Naples Bay Special Taxing District Advisory Committee with representatives of owners of those properties within the boundaries of potential related dredging projects in the area. City Council recommended increasing the members of the East Naples Bay Citizen’s Advisory Committee from 5 to 7 to assure adequate representation of all eastside property owners.

The Committee makes recommendations to the City Council as to the maintenance of the East Naples Bay Waterways System. This includes maintenance dredging in the canals and surrounding waterways, maintenance of necessary aids to navigation, monitoring of the condition of seawalls and advising the city manager or Council of maintenance concerns, surveillance of surface water pollution and other evidence of degradation of the ecosystem, and development of budgets for the work and scope of work in any contracts for professional or construction related services.

The administration of the district is handled by the Natural Resources Division.

MISSION STATEMENT

MOORINGS BAY SPECIAL TAXING DISTRICT
The Moorings Bay Special Taxing District was established 1987 following annexation of the area into the City. The Taxing District's Advisory Committee was created by City Council in 1988 as an "ad hoc" organization and established a 0.5 mil ad valorem tax levy to provide funding for maintenance dredging in the canals and waterways (including Doctors Pass), maintenance of aids to navigation, inspection of seawalls, and surveillance of surface water pollution.

Doctors Pass is dredged on a three-year cycle, and while the costs of dredging Doctors Pass are currently reimbursed by County tourist development funds, the remainder of the bay system is still maintained by the taxing district. The district maintains aids to navigation and monitors the water quality of the bay.

The administration of the district is handled by the Natural Resources Division.
