About the City of Naples, Florida

Naples is considered by many to be the crown jewel of Southwest Florida. With its subtropical climate tempered by the soft breezes from the Gulf of Mexico, people are struck by its natural beach beauty and the flora and fauna that are unparalleled in any community.

In addition to its natural features, the City of Naples is known for its world class shopping, exceptional dining opportunities and abundance of challenging golf courses. The community is often considered to have a resort lifestyle.

The City of Naples is located on the Gulf of Mexico in Southwest Florida, and it is the cultural and activity center of Collier County. Still the City is less than 20 miles away from the tropical wilderness of the Florida Everglades.

Naples was incorporated on December 1, 1923. It is approximately 14 square miles in size and has 106.3 miles of streets. Naples has a full-time population of approximately 22,000. However, from November to May the population swells to over 33,500, as part-time residents migrate from all parts of the world.

Naples Police Department Takes Top Honors at 2008 "Top Shot Challenge"

On Saturday, May 3rd, the Naples Police Department won tops honors at the 3rd Annual Top Shot Challenge. The competition, sponsored by Safari Club International, took place at the Lee County Sheriff's Office gun range, and teams from Charlotte County Sheriff's Office, Collier County Sheriff's Office, Florida Fish and Wildlife Commission, Fort Myers Police Department, Internal Revenue Service, Lee County Sheriff's Office, Manatee County Sheriff's Office and Sarasota County Sheriff's Office participated in the event.

Naples Police team leader Seth Finman and Officers Kyle Bennett, Matt Doyle and Ricardo Vazquez Jr. competed in the AR -15 rifle, twelve gauge shotgun, semi automatic handgun and revolver events.

The Naples Police team won the coveted first place overall trophy and finished first in two of the three events.

City of Naples Police and Fire Youth Academy

The City of Naples Police and Fire Department is proud to announce the return of the 2007 award winning Youth Academy. The one week program will introduce student to careers in Law Enforcement, Fire Service and Emergency Medical Service. Students will be involved in classroom and practical exercises.

Airport Noise Abatement Hotline

The City of Naples Airport Authority Noise Abatement Hotline was created to enable community residents to call and leave a report about aircraft related noise events. Upon receipt of a report, the Noise Abatement staff will initiate an investigation into the event and provide a response to the caller if requested. The number to call to report excessive aircraft noise is 643-1879.

Harbour Drive Bike Lane Project Construction Notice - Updated May 7, 2008

The City of Naples and Bonness, Inc. will begin construction of the Harbour Drive Bike Lane Project on Monday, May 12, 2008. The project will consist of widening Harbour Drive between Gulf Shore Boulevard North and Crayton Road to accommodate regulation bike lanes. The first phase of the project will commence on the south side of Harbour between Gulf Shore and the Bridge.

Motorists are encouraged to allow additional time in their schedule and your cooperation and patience is appreciated during the work. Motorist should also be alert for construction workers and equipment in the roadway. If at all possible, please use Park Shore Drive to avoid the construction activity.

Reclaimed Water and Chlorides - Memorandum to Council

During the City Council Workshop meeting of March 3, 2008, City Council agreed to schedule the topic of reclaimed water and chloride levels for the Workshop meeting of March 17, 2008. Impact Fee Increases

City of Naples impact fees will increase beginning May 29, 2008. You can find the new impact fees in our Building department's permit forms . The public notice is online there, in Adobe Acrobat format.

Noise Complaints

Complaints about noise from any source may be made to the Code Enforcement department, 239-213-5030. Citizens may also report noise complaints through our online Citizen Request Tracking system.

Modified Phase II Watering Restrictions Effective Friday, April 18, 2008

Landscape irrigation shall be permitted no more than two days a week during the hours of 12:00 a.m. to 10:00 a.m. and/or 4:00 p.m. to 11:59 p.m. on the days specified below:

  • Even addresses, installations with irrigation systems that irrigate both even and odd addresses within the same zones, including multi-family units and homeowners' associations, and rights-of-way or other locations with no address may accomplish necessary landscape irrigation only on Thursday and/or Sunday.
  • Odd addresses may accomplish necessary landscape irrigation only on Wednesday and/or Saturday.

  • Naples Police & Fire Department receives CALEA Award

    The Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA) announced the successful awarding of CALEA Accreditation / Recognition to Naples Police & Fire Department on March 15, 2008.

    The award signifies the agency, had successfully met a body of internationally recognized professional standards, in one of four public safety credentialing programs offered by CALEA.

    Planning Inspection Required for DRB and FASAC Projects

    All plans submitted to the City of Naples Building department after January 1, 2008 that require approval by the Design Review Board (DRB) or the Fifth Avenue Staff Action Committee (FASAC), will now be subject to inspection by the Planning department. This inspection will occur at the end of the project prior to your building final inspection. A Certificate of Occupancy will not be issued without it. If you have any questions regarding this policy, please contact the City of Naples Building department at 239-213-5020.

    Stormwater Management Ordinance

    The City of Naples passed a stormwater ordinance that is effective December 17, 2007 and affects the submission of plans for devleopment within the city limits. Please review the submittal requirements and the ordinance itself to ensure the most efficent review of stormwater management plans for any development work.

    New Utility Rates

    The City of Naples adopted a utility rate increase and restructuring based on a rate study performed by consultants. These rate increases are in effect for bills after January 1, 2008.

    Rates or fees that increased include water, sewer, water meter testing, water meter installation, fire hydrant installation, and turn on/turn off fees. The most significant change will be in the water rates. The new rate structure includes the creation of a fourth block (or tier) of usage, so that high volume users pay more per gallon than conservative users. Also, the rate for the lowest volume decreased. The below chart provides the rate details per thousand gallons.

    Typical Water Use?

    Have you ever wondered how your monthly water usage compares to others? Do you think you may have a water leak because your water usage seems high? Then you may want to consider the following actual water customers and their average monthly usage:

    • Ann, 50, lives alone in a single-family home, and she waters her one fifth-acre lot twice a week. Her average monthly use is 8,000 gallons.
    • Don and Marie live with their five children in a 15,000 square foot home, and they water their one acre lot twice a week. Their average monthly use is 39,000 gallons.
    • Sarah lives with her roommates Anne, Bob and Dan in a four bedroom single family home, and sprinkles their quarter-acre lot twice a week. Their average monthly use is 19,000 gallons.
    • Dorie and her husband live with their two active older teenagers in a three-bedroom home. They irrigate their lawn with well water, so that is not included in their average monthly usage, which is 9,000 gallons.
    • Karen lives alone in a two bedroom home, and she does not irrigate her lawn. Her average monthly use is 2,000 gallons.
    • Jeff and his wife live in Lake Park, and they have three cats but no children. They do not irrigate their lawn. Their average monthly use is 5,000 gallons.

    After considering the aforementioned, City of Naples water consumers who think they may have a water leak can contact the Customer Service Division at 213-1800 and request a meter review, a free service provided to City water customers. Consider, however, that many of us use water in ways we are unaware. For example, did you know

    • Each 10-minute shower uses 50 gallons of water?
    • A toilet flush uses 6 gallons of water?
    • Tooth brushing uses 6 gallons of water for every minute of brushing?
    • Washing dishes by hand uses 3 gallons of water every minute?
    • An automatic dishwasher uses 30 gallons of water per load?
    • A load of laundry uses 48 gallons of water?

    City of Naples Implements an Emergency Notification System

    The City of Naples has implemented an emergency call out system called CodeRED. This system is like 911, only we call you instead of you calling us. Of primary use during hurricane events, it allows the City of Naples to directly dial homes within a geographic area with a programmed message. For example if, during a hurricane, a voluntary evacuation was ordered for all areas West of US41, the system would call every household in the evacuation area with a message about the evacuation.

    The system uses a database of phone numbers and addresses to make the calls, keeping records of numbers called. The system can tell whether the call was answered by a voice or answering machine, and even calls back if nobody answers the first time. Naturally, this database is only as effective as the information in it, so we would like all city residents and businesses to update their information from a special web form.     If you have a cell phone, or multiple home or business numbers, the system will allow you to enter them as additional contacts. If you have recently moved or changed phone numbers, or have an unlisted number, please be sure to update the information as well. This system will only be used by emergency management officials for emergency situations.

    Red Tide Update
    Trichodesmium has been confirmed at the beaches in proximity to Wiggins Pass, Doctors Pass, Clam Pass, Naples Pier, Barefoot Beach and the back bay areas of Doctors Bay and Vanderbilt lagoon. This blue-green algae produces odors and varies in color from brown to green to white. The bloom can have the appearance of sawdust or an oil slick on the water's surface, or look rather globular. It does not pose any human health concerns.
