PROJECT REQUIREMENTS AND SPECIFICATIONS

The following Invitation to Bid (ITB) is to obtain the services of a qualified and licensed contractor for the purchase and installation of approximately 155 streetlights fixtures. Fixture shall be a Cupalo LED luminaire. The fixture shall be 80w LED 4000k CCT, consistent with City of Naples criteria, and as endorsed by the AMA and Dark Sky. The LED array shall be round and totally symmetrical. Rectangular or asymmetrical LED boards shall not be accepted. The fixture hood shall be preformed of heavy gauge aluminum extrusion and fabricated to prevent vertical or lateral water intrusion. The hood shall be hinged for ease of access and tightly fastened by two latches. The latches shall be aluminum extrusions that lie flat against the hood with the same finish as the hood. The LED board shall be horizontally mounted to limit up light and be rated IP66.  The luminaire cage shall be of heavy gauge cast aluminum with decorative arches and furnished with an acrylic globe. The fixture shall be UL approved. The pole shall be a "bottleneck" style pole, with a 4" .250" wall thickness upper shaft welded to a 6" .250" wall thickness 48" tall base. Pole shall be supplied with a 2 7/8" OD x 3" high tenon. The pole shall be heat treated after welding to return it to a T6 temper.  Assembly shall bolt to the existing concrete foundations, with a bolt circle to match. A weatherproof receptacle with "in-use" cover shall be installed at 18" above grade. Luminaire assembly shall be rated for 160MPH wind load, as per FDOT criteria. Entire assembly shall be furnished with a powder coat finish, Florida tested, with an AAMA2604-98 rating against fading and chalking and be furnished in a RAL 6012 smooth finish. All features of the specified products are included by reference herein, whether or not specifically noted in the documents.

The Federal Department of Housing and Urban Development (HUD) under their CDBG Entitlement program has allocated funding to the City of Naples. This funding supports several improvements to the project area. NOTE: This project is funded through the U.S. Department of Housing and Urban Development, and all aspects of the project must conform to the U.S, HUD standards and requirements including Davis Bacon Wage Determinations and Section 3 Certification.
