Emergency Communications Division (ECC)

The City of Naples Police Department (NPD) Emergency Communications Center (ECC) is manned round-the-clock by Florida state-certified Public Safety Telecommunicators (PSTs), who are ready to assist callers with their emergencies and routine inquiries.

Mission Statement: The NPD Communications Division receives, records, collates, retains, and disseminates information on a 24-hour, 7-day per week (24/7) basis to respond to public safety needs within the City of Naples and designated areas throughout Collier County.

Vision Statement: We are the core of Naples public safety, providing timely and seamless multi-systems communications assistance to our customers: Naples’ citizens, guests, and Police and Fire Departments’ personnel. As a customer-focused team, we respond to calls with empathy, courtesy, and proficiency, and continuously strive to exceed expectations. We foster partnerships with our customers and stakeholders, making them part of our continuous quality improvement process.

Summary: During calendar year 2023, our PSTs handled over 72,000 telephone calls; of these, over 18,000 were emergency calls received via Collier County’s Next Generation 9-1-1 (NG911) system. NPD PSTs dispatch and coordinate the response of the city's police officers and assist with the response of units from Naples Fire-Rescue Department, other Collier County fire departments, and the county’s Emergency Medical Services (EMS) ambulances throughout Collier County.

ECC Operations: Naples police, fire-rescue, and EMS units routinely operate throughout the City of Naples and surrounding waterways. The pace and relative importance of events and incidents ebb and flow, posing a constantly changing operational environment. To ensure timely and appropriate response to events, PSTs must maintain consistent awareness of the broad scope of public safety activities with the ability to quickly focus on specific incidents. This overarching awareness—called a “Common Operational Picture”—involves a blending of art and science.

  • The Art: Successful incident processing hinges on the PST’s adeptness in employing equipment to process multi-source information then blend it all with solid knowledge of jurisdictional boundaries and local geography. PSTs develop the agility to visualize and impact the operational environment through skills-focused training, experience, and professional dedication.   • The Science: PSTs are aided in maintaining a Common Operational Picture through the diverse yet interrelated instruments of communications - telephone, radio, computers, and a host of software programs—that facilitate fusing information to accomplish the ECCs core mission: “Receive, record, collate, retain, and disseminate information.”
